Infectious Disease Detection and Surveillance (IDDS) Ethiopia

The Infectious Disease Detection and Surveillance (IDDS) project is a five-year USAID-funded global project. IDDS supports governments and relevant ministries in 17 countries in Africa and Asia to strengthen human and animal health diagnostic networks and surveillance systems for infectious diseases and antimicrobial resistance (AMR). The global project supports countries to achieve their Global Health Security Agenda (GHSA) goals, implement tuberculosis programs, and other related initiatives.

In Ethiopia, the IDDS project works closely with the Ethiopian Public Health Institute (EPHI) and other GHSA stakeholders to support the expansion and strengthening of the national network of AMR surveillance sites, through a One Health approach.

Project objectives:

  • Strengthening the detection of diseases of public health importance and identification of AMR
  • Improving the quality of real-time surveillance systems for pathogens of greatest public health concern
  • Generating evidence-based guidance and innovative solutions to strengthen diagnostic networks and surveillance systems

Addis Ababa, Oromia, Amhara, and SNNP region

Project targets:

  • Human Health AMR surveillance sites: Hawassa University Referral Hospital, Jimma University Medical Center, Felege Hiwot Comprehensive Specialized Hospital, Gondar University Referral Hospital, and St. Paul University Hospital
  • Animal Health AMR surveillance sites: National Animal Health Diagnosis and Investigation Center (NAHDIC) and Amhara Sub-regional Animal Health Diagnostic Facility.

What we do:

IDDS supports Ethiopia to meet key International Health Regulations (IHR) (2005) requirements through the implementation of the GHSA, with a focus on three GHSA action packages and related indicators from the 2016 Joint External Evaluation (JEE):

  • Antimicrobial Resistance
    • 3.2 Surveillance of AMR
  • National Laboratory Systems
    • 1.1 Laboratory testing for detection of priority diseases
    • 1.2 Specimen referral and transport system
  • Real-Time Surveillance
    • 2.2 Use of electronic tools
    • 2.3 Analysis of surveillance data

To improve Ethiopia’s compliance with IHR requirements as measured by the JEE scores, the IDDS project FY 2020 activities directly support improvements in:

  • Diagnostic capacity to detect AMR at five phase II AMR surveillance sites namely Hawassa University Referral Hospital, Jimma University Medical Center, Felege Hiwot Comprehensive Specialized Hospital, Gondar University Referral Hospital, and St. Paul University Hospital;
  • AMR diagnostics supply chain management;
  • AMR and related diagnostic equipment maintenance;
  • Review of the functioning of the national specimen referral network with a focus on AMR specimens; and
  • Improving the accuracy, timeliness, and use of AMR surveillance data.

One Health Ethiopia

Ethiopia increasingly has embraced the One Health approach to prevent, detect, and respond to existing and emerging threats. With the support of partners, the GoE formally established the National One Health Steering Committee (NOHSC) in 2017.
