Human Resources for Health 2030

HRH2030 One Health builds upon the existing work by USAID and other U.S. government agencies working with Ministries of Health, Agriculture, Environment, and other key One Health stakeholders to build country capacity to implement the Global Health Security Agenda (GHSA). A multilateral and multi-sectoral initiative, the GHSA is a global partnership of more than 64 nations working together to help create a world safe and secure from infectious disease threats and elevate global security as a national and global priority.

HRH2030 is strengthening the organizational and workforce capacity across multiple sectors for improved prevention, detection, and response to disease threats, with a focus on the zoonotic disease action package. The project works across ministries to help create and improve resilient health systems through health systems strengthening approaches that align with the country’s health and development objectives. This includes helping to accelerate progress towards implementation of the WHO’s International Health Regulations (IHR) and Joint External Evaluation (JEE) targets, which aim to help countries prevent and respond to acute public health risks that have the potential to cross borders and threaten people worldwide.

Project objective:

  1. Provide technical assistance to the National One Health platform to ensure effective and efficient coordination of HS strategies, policy, and advocacy efforts
  2. Provide technical assistance to the One Health Technical Working Groups to develop multisectoral prevention and control strategies, preparedness and response plans, and protocols for priority emerging and reemerging zoonotic diseases
  3. Strengthen coordinated integrated surveillance, preparedness, and response system for priority zoonotic diseases
  4. Contribute continuously to the Global Health Security Agenda effort

Project area:
National-level and regional-level activities

Project focus on zoonotic diseases:
Anthrax, Rabies, Brucellosis, Rift Valley Fever, and Zoonotic Avian Influenza. These are the updated list of top priority zoonotic diseases based on the One Health Zoonotic Disease re-prioritization workshop, which was held in September 2019.

Partners: World Health Organization (WHO), Food and Agriculture Organization (FAO), CDC, Ohio State University, Johns Hopkins University, and other USAID projects and programs.

What we do:
The One Health – Ethiopia project focuses on strengthening the NOHP’s capacity to effectively and efficiently coordinate national OH efforts in Ethiopia through:

  1. Development, implementation, and institutionalization of national OH strategy, policies, and advocacy efforts
  2. Development of prevention, control, preparedness, and response plans and protocols
  3. Active and effective contributions to Global Health Security Agenda (GHSA) efforts in-country.

These strategies are and will continue to be accomplished through technical assistance, partnerships, and strategic communication efforts provided by a long-term multisectoral health security technical advisor who is seconded to the government of Ethiopia to support, build, manage, and optimize the multisectoral efforts needed to effectively prevent, detect, and respond to zoonotic disease threats.

HRH2030 One Health is supporting the GHSA priorities under the Zoonotic Disease Action Package through one long-term technical advisor, who is working closely with in-country OH stakeholders to strengthen the NOHP through coordination support, institutional capacity building (ICB), animal health workforce development, and strengthening existing preparedness and response strategies for zoonotic diseases. HRH2030 has worked very closely with the NOHP to ensure country ownership, collaborative strategies, and strengthened communication and advocacy to ensure institutionalization and sustainability of this approach.

One Health Ethiopia

Ethiopia increasingly has embraced the One Health approach to prevent, detect, and respond to existing and emerging threats. With the support of partners, the GoE formally established the National One Health Steering Committee (NOHSC) in 2017.
